First Holtze Lots Hit the Market as Darwin’s Next Suburb Opens From $189,000

Stage 1 of The Parks at Holtze, the first release in an area earmarked for more than 11,000 homes, offers serviced land to first home buyers from $189,000, with builders expected on site later in 2025.

Darwin’s next urban suburb moved from plan to product on 26 February 2025, when the Northern Territory Government announced that lots in Stage 1 of the Holtze Land Release were ready to go on sale.

The developer of The Parks, the estate taking shape at Holtze near Palmerston, received its development permit in January 2025. Its Central Park Release Stage 1 will offer a range of lot sizes, with land for first home buyers starting from $189,000.

A long time coming

Holtze has been identified for years as the next residential growth front for Greater Darwin. Government planning material says the Greater Holtze area has the potential to deliver more than 11,000 additional lots. Under the previous Labor government, the Territory began preparing the Crown land with site clean-up works and planned district-level infrastructure, including wider roads, water and sewer mains and electrical feeders, delivered in two stages known as Part A and Part B.

The 2024 Territory Budget allocated $43.1 million to deliver the Holtze Land Release, with more than 550 lots planned in the first tranche. The government nominated Holtze Land Company, a joint venture of Territory businesses AKJ Development No.1 and HB Constructions, as developer of an entry-level residential subdivision, with first titles expected in late 2025.

Pairing land with grants

The current Country Liberal Party government is positioning the release alongside its HomeGrown Territory program, which offers first home buyers up to $50,000 to build a new home. Treasurer Bill Yan said more than 360 applications had been submitted across the government’s housing grant programs since they opened on 1 October 2024.

Lands, Planning and Environment Minister Joshua Burgoyne said the Part A enabling infrastructure would be finished before the end of 2025, with the developer starting works shortly to prepare the blocks. That timetable would allow builders to be on site constructing homes for the first residents later in the year, he said. The works are also intended to support the future expansion of Palmerston Regional Hospital and the wider development of Greater Holtze.

Sub-$200,000 serviced blocks, paired with a $50,000 build grant, bring a brand-new home within closer reach of Top End first home buyers.

Why it matters

Land supply has been the missing piece in Darwin’s housing equation. Industry analysis in 2024 highlighted how few new lots were planned for the city, and economists warned that generous build grants would have limited effect without land to build on. Holtze is the first significant greenfield release to test that.

The selling agent said enquiry had been overwhelming and predicted that fully serviced suburban blocks offered below $200,000 were unlikely to be seen again in Darwin. The estate is located close to Palmerston Regional Hospital and the Gateway Shopping Centre, and the developer says a network of linked parks is planned through the estate.

Holtze is not the only release in train. Earlier budget material listed residential subdivisions at Kilgariff in Alice Springs and Katherine East, and enabling works to support Farrar West, being developed by the Larrakia Development Corporation as part of the settlement of the Kenbi Land Claim. For first home buyers in the Top End, 2025 is shaping up as the year that grants and new land finally line up.
